百日维新被多数人认为是一次资本主义改良运动,对于事隔仅17个月的慈禧新政则持否定态度。本文对慈禧新政与百日维新各自骨干成员的构成,出现的历史前提和提出的形式,以及各自的内容进行了比较分析,认定两者之间并无本质区别。同时提出了评价慈禧新政的客观标准,是看其促进了还是阻碍了中国社会生产力的发展;叙述了慈禧新政的实际效果,肯定了慈禧新政与中国近代社会的变迁不无关系。总之,认为慈禧新政是一次没有成功的资本主义改良运动。
Hundred Days Reform, considered by most to be a capitalist reform movement, held a negative attitude toward the Empress New Deal, which lasted only 17 months. This article makes a comparative analysis of the composition, the historical preconditions and the proposed forms, and their respective contents of the respective members of the Empress New Deal and Hundred Days Reforms, and finds that there is no essential difference between the two. At the same time, it puts forward the objective criteria for evaluating the New Deal of Empress Dowager, whether it promotes or hinders the development of social productive forces in China. It also describes the actual effect of the New Deal of Empress Dowager and affirms the relationship between the New Deal of Empress Dowager and the change of modern Chinese society. In conclusion, the New Deal of Empress Dowager was an unsuccessful capitalist reform movement.
