改革开放以来,浙江省民用航空事业发展迅猛,已成为人们公务出行、旅游考察、探亲访友的重要交通工具。但在发展过程中,由于现行民用航空消费维权管理体制机制不顺和法律法规不完善,还存在种种矛盾和问题,其中民用航班延误问题已上升为全国十大消费投诉热点问题之一,影响了社会主义和谐社会的构建。如何运用工商职能,协同有关部门加强民用航空消费维权,特别是航班延误的消费维权监管,我们在对全省7个机场分局深入调研的基础上,对航班延误的肯定、原因进行了实证分析,并提出了对策和建议。

How to use the functions of industry and commerce and coordinate with related departments to strengthen civil aviation consumer rights protection, especially the supervision of the consumption rights protection of flight delays, based on an in-depth investigation of seven airport branch offices in the province, this paper makes an empirical analysis of the affirmation and reason of flight delays, And put forward countermeasures and suggestions.
