4年起草砥砺、13易其稿,与近500万名公务员息息相关的公务员法,于今年1月1日正式开始实施了。其实,这部凝结了我国11年公务员制度建设经验,并借鉴了国外先进办法的《公务员法》,不仅为500万公务员所关注,早在半年前就已引起全社会的广泛讨论。11年来,有工人,有农民,但更多的是风华正茂的大学毕业生,通过考试源源不断地迈入党政机关的大门。11年来,“公务员”这三个字在人们心中,完成了从可望到可即、从神秘到普通、从缺乏活力到竞争择优的转变。11年来,中国公务员的职业一年比一年热,关于公务员的是非争论也一年比一年激烈。在中国当今社会,公务员的身份和地位,对于大部分年轻人来说越来越充满向往,而其潜在的吸引力和社会价值的不和谐也进入社会的关注视野。有专家说,“公务员热”是折射当前社会心态的一面生动的镜子。在社会转型期的中国,公务员受到青睐,到底在提示我们什么,《公务员法》能在多大程度上影响我们现行公务员队伍? 11年公务员制度的建立和实施,以及干部人事制度改革的不断深化,对与公务员有关法律法规的制定提出了更高要求。而新出台的《公务员法》,是否将对政府机构改革、职能转变、形象树立、效能提高起到重要作用,人们都在拭目以待。
