我县机修梯田建设始于1985年。七八年来,机修梯田的投资一直是按面积核算,亩投资由初开始的60~70元逐渐增长到1990年的100元。实践中,我们越来越感到,这种单纯依据面积确定投资的办法,只是修地成本的粗象估计,缺乏对机修过程中诸多因素的综合考虑。其表现为不论工程量大小,不管耗油多少,不计作业时间长短,只要面积相等,便给予相同的投资。这种平均分配的投资方式,在机修过程中形成了质量高的大赔钱,质量低的挣大钱的状况,出现了投资分配上的不合理。因此,修地人不求高标准,只图多数量,缓坡争的修,陡坡无人修,致使机修梯田面积分散,质量不高,效益欠佳。
