卫生部不但在领导着卫生改革 ,同时为了适应不断进行的卫生系统改革的需要 ,也要改变自身的角色和职能 ,使自己成为更加现代化的组织。有关公共管理和卫生改革方面的文章提出过很多的建议。如制度改革、借鉴和使用私营领域的管理技术、政策重建和全面质量管理等。最近 ,通过建立“公共价值”、政治学以及管理和领导观念以提高公共管理水平的思想得到重视。通过强化组织内的“任务网络”,实现战略目标 ,建立组织内部学习文化 ,从而提高组织机构的绩效。美国哈佛公共卫生学校的卫生保健筹资项目组对这些问题发表了自己的看法
The Ministry of Health is not only leading the health reform, but also needs to change its own roles and functions in order to adapt to the ongoing needs of the health system reform, so as to make itself a more modern organization. The articles on public management and health reform put forward many suggestions. Such as institutional reform, reference and use of private sector management techniques, policy reconstruction and total quality management. Recently, the idea of improving the level of public management has been valued through the establishment of “public values,” political science, and management and leadership concepts. By strengthening the “task network” within the organization, we will achieve strategic goals and establish an internal learning culture so as to improve the performance of the organization. The Health Care Financing Project Team of the Harvard School of Public Health in the United States gave its opinion on these issues
