范式之于一门社会科学非常重要,反映了其基本的思维取向和理论认知。公共行政学百年多来经历了数个主导范式,学术界所谓何者替代何者、何者影响为大、何者影响日隆的声言要么是纯粹的理论推演,要么是凭空臆想,而没有经验研究的支持。本文选取中国(大陆地区)公共行政(行政管理)专业研究生作为研究对象,通过对6所院校426位博士、硕士研究生和MPA学员的问卷调查发现,新公共管理和传统公共行政是他们心中的主导范式,而这样的范式认知与所在学校、教育背景、学位项目、工作经历等变量未呈现显著相关。研究同时发现,研究生对于新公共服务范式在中国的借鉴意义最持肯定态度。这样的经验研究有助于廓清国外(主要是美国)公共行政学范式研究在中国的实际影响及其所反映的问题。
Paradigm in a social science is very important, reflecting its basic thinking and theoretical understanding. Public administration has undergone several dominant paradigms for more than a century. What the academic circles call “what is the alternative? What is the influence? What is the influence?” The assertion that affects the rising of the sky is either purely theoretical deduction or imagination without the support of empirical research. This article chooses the graduate students of public administration (administration) in China (mainland) as the research object. According to the questionnaire survey of 426 PhDs, master students and MPA students in 6 universities and colleges, it is found that the new public management and traditional public administration are in their hearts Dominant paradigm, and such paradigm cognition has no significant correlation with the variables such as school, educational background, degree project and working experience. The study also found that graduate students most positive attitude toward the reference of new public service paradigm in China. Such empirical research helps to clarify the actual impact of the research on the paradigm of public administration (mainly the United States) in China and the problems it reflects.
