各自治州、市人民政府,各地区行署,各县(自治县、市、市辖区、特区)人民政府,省政府各部门、各直属机构: 学校安全工作,涉及千家万户,关系到广大群众的根本利益和社会稳定。我省多年来针对中小学安全工作,相继制定和下发了一系列关于加强中小学安全工作的文件,提出了具体的要求和措施,有关部门相互配合,做了大量工作。但是,由于少数地方对学校安全工作重视不够,安全意识淡薄,安全制度不健全,督促检查不力,中小学安全事故不断发生,特别是1997年下半年以来,连续发生了数起重大安全事故:安顺市两所小学学生集体饮用劣质豆奶,导致数百名学生集体中毒;独山县拉芒小学一教师私自带学生到水库游泳,造成两名学生溺水死亡;贵阳市花溪区机关托儿所一女孩在玩滑梯时,因无保育人员看护,被自己的风衣帽带子卡在滑梯扶手裂缝中,勒住窒息而亡;黔西县第一小学二、三年级学生下楼做课间操时,在楼道拥挤摔倒,造成数10名学生受伤,3名学生窒息死亡;岑巩县水尾镇3个村级小学举行文体联谊活动,部分学生活动结束返校时,由于带队教师违反规定私自渡船,导致7名师生坠河死亡。这些事故的发生,给学生及学生家长的身心造成了极大的危害,在社会上造成了不良的影响。为切实做好我省中小学安全工作,经省人民政府同意,特作如下通知: Autonomous prefectures and municipalities, people’s governments, regional administrative offices, counties (autonomous counties, cities, municipal districts, and special zones), people’s governments, provincial government departments, and directly-affiliated institutions: School security work, involving millions of households, and the fundamentals of the masses Benefits and social stability. Over the years, our province has worked on the safety of primary and secondary schools and has successively formulated and issued a series of documents on strengthening the safety work in primary and secondary schools, and put forward specific requirements and measures. The relevant departments have cooperated with each other and have done a lot of work. However, due to insufficient attention to safety work in schools in a few places, weak safety awareness, inadequate safety systems, poor supervision and inspection, and safety incidents in primary and secondary schools, especially since the second half of 1997, there have been several major safety accidents in succession: Anshun. Two elementary school students in the city collectively consumed inferior soybean milk, resulting in collective poisoning of hundreds of students; a teacher from the Mangshan Primary School in Dushan County took students to the reservoir to swim and caused the death of two students in Surabaya; a girl in a nursery school in Huaxi District of Guiyang City. When playing slides, because of the lack of childcare personnel, they were caught in the cracks in the slides of the slides by their own windbreaker-cap straps, and they suffocated and died. When the second- and third-grade students of the first elementary school in the Luxi County went downstairs to do class exercises, they were on the corridor. Overcrowding fell, resulting in 10 students were injured, 3 students died of suffocation; 3 village primary schools in Shuiwei Town, Zhigong County, held a cultural and recreational activities. When some of the student activities ended and returned to school, the teacher led the team to illegally ferry the boat in violation of regulations. Seven teachers and students died in the river. The occurrence of these accidents has caused great harm to the mind and body of students and their parents, and has caused a bad influence in society. In order to do a good job in the safety work of primary and secondary schools in our province, with the consent of the Provincial People’s Government, we hereby make special notice as follows:
