喀什噶尔河流域六大水系和疏勒灌区的库山河、盖孜河、克孜河三大水系发源于灌区西南部的帕米尔山脉,都流经地质状况十分复杂,埋藏有大量矿物盐的地带。由于河流流径的山区地质条件十分复杂,地质构造和河流的溶盐,输送盐分作用成为喀什噶尔河流灌区土壤次生盐渍化的源头。长期以来在灌区水利工作中由于重建设轻管理,管理粗放,没有形成系统的灌排水体系,科学的管理运行模式和用水管理方式。灌排系统十分不完善、不配套.特别是不重视灌区各级排水系统的建设,配套和运行管理工作,灌区处于排水不畅的状态中运行,加速了盐分在土壤表面的沉积而盐渍化的进程。所以只要我们下定决心,积极探索,加大投入力度,一定能找到适合本地区的一种因地制宜,成本低,投资省,效果好的盐碱地改良的办法,确保农村经济的又快又好的发展。
