中国（上海）自由贸易试验区展开令人称道的创新探索的同时，东北亚地区还有若干个其他的新兴特殊经济功能区，值得我们参考学习。尤其是日本国家战略特区，既是上海自贸区的强劲对手，也提供了诸多的借鉴之处，如目标明晰、工作推进迅捷、政策针对性强等。在比较研究的基础上，对上海自贸区进行“再思考”并提出，自贸区的新动力，来自投资自由化、贸易便利化、金融国际化和政府现代化；新空间，包括城市发展的有形空间和制度创新的无形空间；新优势则体现为服务长三角、服务长江流域、服务全国，参与和引领国际竞争合作。“,”While China (Shanghai) Pilot Free Trade Zone is making considerable progress in innovation and exploration, some other emerging special economic zones in Northeast Asia are worth of our reference and study, especially the Japanese National Strategic Special Zones which serve both as a competitive rival to Shanghai and as a model in aspects of clear strategic goals, fast work implementation and practicality of policies. On the basis of comparative study, the paper re-considered the situation of China (Shanghai) Pilot Free Trade Zone and pointed out that the new impetus should come from liberalization of investment, facilitation of trade, internationalization of finance and modernization of the government; that the new space should include both physical space and invisible space generated by system innovation; that its new advantages derive from serving the Yangtze Delta, serving the Yangtze basin, serving the whole country and participating in and leading international competition and cooperation.
