巴西政府非常重视完善社会保障体系和职业教育,1966年成立了国家社会福利局和劳工保障基金会(FGTS),1990年又创建了工人扶持基金会(FAT)。根据巴西现行法律规定,各行业雇主需为其雇工向上述三机构每月缴纳福利费,福利费款项用于发放福利金、抚恤金、工人职业培训和向中小型企业发放小笔信贷等。为了提高劳动者素质,劳工部积极推广“全国工人职业培训
The Brazilian government attaches great importance to improving the social security system and vocational education. In 1966, the National Social Welfare Bureau and the Labor Security Foundation (FGTS) were established. In 1990, the Foundation established the Workers Support Foundation (FAT). Under the current Brazilian law, employers in various trades and industries are required to pay their monthly payments to the above three agencies for their employees’ benefits. The welfare funds are used to pay benefits, pensions, vocational training for workers and small loans to small and medium-sized enterprises. In order to improve the quality of workers, the Ministry of Labor actively promotes ”national workers’ vocational training."
