引言南水北调工程是我国社会主义建设新时期的伟大工程之一,它在我国水利及航运建设史上也是前所未有的。水利建设一定要考虑综合利用,既满足灌溉,也要发展航运,做到一水多用,使我国古老的京杭运河发展成为一条现代化的运输线。南水北调工程中,穿黄工程是关键。在初步确定东线输水钱路条件下,穿黄工程从通航方面看,也有立交和平交方案。平交方案本身也有许多要探讨的问题,现就平交穿黄方面的通航问题,提出几点认识,供讨论参考。
Introduction The South-to-North Water Diversion Project is one of the great projects in the new period of socialist construction in our country. It is also unprecedented in the history of water conservancy and shipping in our country. Now, we have put forward some understanding on the navigable issue of cross-border trade and put forward some suggestions for discussion and reference.
