作者认为 ,要善于抓住主要矛盾 ,善于运用经济杠杆管理经济 ,是缓解新疆财政困难的基本思路。建议采用以下三条宏观经济对策 :一是从新疆经济发展战略的高度 ,重视财政预算收入的管理 ;二是深化三项改革 ,激励各级政府开辟财源增收节支的积极性 ;三是加强对新疆石油天然气产业的宏观管理力度。 The author believes that to be good at seizing the main contradictions and be good at using economic levers to manage the economy are the basic ideas to ease the financial difficulties in Xinjiang. The following three macroeconomic measures are suggested: First, from the perspective of Xinjiang’s economic development strategy, attention should be paid to the management of revenue and expenditure; Second, to deepen the three reforms to encourage governments at all levels to open up new sources of income and reduce expenditure; Third, Natural gas industry macro-management efforts.
