龙山县位于湖南省西北边陲,是进入大西南的重要门户。全县山地占土地面积80％,耕地面积仅占8.5％,少数民族人口占总人口的62.5％,是典型的“老、少、边、山、穷”县。因受各种条件的制约,公路交通仍十分落后,严重制约了该县经济的发展。因此,重点搞好高等级公路建设,努力解决民族贫困地区交通瓶颈制约,已成为该县经济发展的当务之急。在公路改造的实践中,龙山县政府总结出3点经验:1.抓住机遇,理清思路,是加快民族贫困地区交通道路建设步伐的前提。该县县委、县政府
Longshan County is located in the northwestern border of Hunan Province, is an important gateway to the southwest. The county covers an area of 80% of the mountainous area, only 8.5% of the cultivated area, and the minority population accounts for 62.5% of the total population. It is a typical county with “old, few, edge, mountain and poor”. Due to various conditions, highway traffic is still very backward, seriously restricting the county’s economic development.
