For a long time, the domestic and international linguistics circles have endless debates over the existence of iconic relations between linguistic signs and meanings. This article intends to analyze this issue from the perspective of relevance cognition, demonstrating that there exists a motivational relationship between the two. All rational thinking must involve the operation of abstract symbols, whose meanings are obtained through the correspondence with the external things. Therefore, in essence, the formation and combination of linguistic symbols are not arbitrary. Because human cognition is based on association, communicative linguistic symbols are themselves an explicit act with the best relevance. Therefore, the formation and combination of all linguistic signs must be justified.
