去年10月,中共中央十六届五中全会提出“自主创新”战略;温家宝总理在今年两会的政府工作报告中又提出了“建设创新型国家”的目标。“自主创新”这一概念,从来未像今天这样令人关注。从国家发展战略上看,它已上升为与“改革开放”平行的高度,不仅成为我国制定“十一五”规划的着力点和经济社会发展的一大亮点,而且成为国人热议的话题。人们欣喜地看到,经过20多年的改革开放,我国的国力增强,经济总量已跃升为“四强”之列,其发展速度无任何国家可以比拟。但应该清醒地认识到,经济总量的增长多是以牺牲环境、拼设备、粗加工换来的,其科技进步对经济增长的贡献率仅为39%;对外技术依存度高达50%,而美、日的对外技术依存度仅为5%左右。我们河北国内生产总值在全国排名第5位,但在以标志着创新水平的全国科技能力排名表上,仅排第24位,综合科技进步水平指数排在全国第21位,差距不言而喻。科学技术是第一生产力,最能体现综合国力的竞争。我们要走新型工业化道路,哪一条也离不开科技创新。省委、省政府高瞻远瞩,在我省“十一五”规划纲要中绘出建设“创新型河北”的蓝图;6月间又召开全省科技大会,提出在我省科技领域实现“自主创新、重点跨越、支撑发展、引领未来”的发展目标,建设创新型河北开始破题。省政协肩负着围绕省委中心工作履行议政建言职责的重任,今年两会后紧紧围绕省委、省政府建设创新型河北的目标,广泛开展调研、视察、议政活动,6月间组成“省政协委员高新技术产业自主创新发展情况视察团”赴邯郸、石家庄、廊坊、秦皇岛视察,9月间召开的省政协九届十八次常委会,议题之一即是“自主创新”,常委们对建设创新型河北提出了许多真知灼见。 Last October, the Fifth Plenary Session of the 16th CPC Central Committee proposed the strategy of “independent innovation.” In his government work report for the two sessions this year, Premier Wen Jiabao also proposed the goal of “building an innovative nation.” The concept of “independent innovation” has never been as interesting as it is today.
