目的了解基层防保所公共卫生事件应急调查人力资源状况,为构建和评价基层防保组织应急调查能力提供依据。方法用问卷对镇(区)防保所应急调查人员(下称基层应急人员)进行调查,因事外出的调查对象事后用电话完成调查;调查资料双录入电脑,用Excel软件进行统计分析。结果①该市本地人口和全人口每万人拥有基层应急人员分别为0.91人和0.45人。②应急人员以男性和40岁以下者为主,各占80.77%。③学历以本科为主,占58.46%;所学专业以预防医学/公共卫生为主,占71.54%;职称以初级为主,占63.08%。④大学英语四级以上者占39.23%,能使用Word、Excel、Powerpoint和其它统计软件者分别占89.23%、86.15%、84.61%和63.08%;能上网查找专业资料者占92.31%。⑤参加过现场调查、3d以上培训、撰写计划、撰写总结、撰写预案、媒体应对、学术会议、发表论文和科研项目的人数比例分别为79.23%、72.31%、61.54%、61.54%、47.69%、35.38%、30.77%、16.15%和13.85%。⑥获得专业知识的主要途径是实践;专业知识主要来源是专业杂志、专业网络、专业书籍;认为最不能满足工作需要的知识是英语,最希望提高的知识是专业技能,最想的培训方式是小于7d的短期培训。结论该市基层应急人员基本素质和部分业务素质较高,但专业技能、媒体应对、科研能力和英语能力等业务和学术素质存在不足,应采取实战演练和短期培训的方式提高该方面能力。
Objective To understand the state of human resources for emergency investigation of public health incidents in primary health care facilities, and to provide basis for the construction and evaluation of emergency surveillance capabilities of grassroots anti-insurance organizations. [Methods] Questionnaires were used to investigate the emergency investigators (hereinafter referred to as grassroots emergency responders) of the town (district) anti-insurance agency. The investigators who went out afterwards completed the investigation by telephone afterwards; the survey data were double-entry into the computer and statistical analysis was performed using Excel software. Results 1 There were 0.91 people and 0.45 emergency personnel at the grassroots level for the local population and the entire population. 2 Emergency personnel are mainly male and under 40, each accounting for 80.77%. 3 Academic qualifications are mainly undergraduates, accounting for 58.46%; majors are preventive medicine/public health, accounting for 71.54%; professional titles are mainly primary, accounting for 63.08%. 4 The proportion of college English students above Grade 4 accounted for 39.23%. Those who could use Word, Excel, Powerpoint, and other statistical software accounted for 89.23%, 86.15%, 84.61%, and 63.08%, respectively; 92.31% of those who could access professional information online. 5 The proportions of people who participated in field surveys, 3d or more training, writing plans, writing summary, writing preplans, media responses, academic conferences, publishing papers, and scientific research projects were 79.23%, 72.31%, 61.54%, 61.54%, 47.69%, respectively. 35.38%, 30.77%, 16.15% and 13.85%. 6 The main way to obtain professional knowledge is practice; the main source of professional knowledge is professional magazines, professional networks, and professional books; the knowledge that can’t meet the work needs is English, and the knowledge that most hopes to improve is professional skills. The most desired training method is Less than 7d short-term training. Conclusion The basic qualities and basic qualities of basic emergency responders in the city are relatively high, but there are deficiencies in professional skills, media response, scientific research capabilities, English proficiency and other business and academic qualities. Practical drills and short-term training methods should be adopted to improve the capabilities of this field.
