我国目前还处于一个发展阶段,是一个典型的发展中国家,所以我国的经济发展目前还处于一个起步的阶段。相比发达国家,我国的建材价格以及劳务价格均存在较低的发展趋势。一般情况下,相比较于发达的国家来说,同一类建设项目工程的造价我国会明显较低,但我国建设的绝大多数地铁线的造价却明显达到或超过7亿元/km,相比其他发达国家地铁建设工程的造价则明显较高。地铁建设具有非常典型的特征,即存在很长的周期,与此同时投资也非常的巨大,由于很多限制因素的存在,其具有非常缓慢的发展速度。笔者通过亲身参见的郑州、苏州、厦门等城市轨道工程的设计经历,对设计阶段的造价控制进行分析与研究。在实际工作中,对如何有效的降低地铁造价进行有效的研究,综合分配以及合理使用有限的资金,可以发现其实质上不仅具有较为显著的现实意义,同时还存在十分重要的理论价值。
