目的:分析江苏省昆山市卫生人员资源配置现状及存在的问题。方法:利用常规统计数据定量分析昆山市“十二五”期间卫生人员总量、构成、年龄、学历等情况,开展焦点组访谈了解现状以及问题。结果:每千人口拥有执业(助理)医师2.55人,注册护士3.05人,医护比为1∶1.19;工勤技能人员占10.76%;60岁以上执业(助理)医师占17.33%;具有本科学历的卫生技术人员占39.02%;每千常住人口拥有基层卫生人员2.46人。结论:卫生人员学历较高,但实践操作能力不强,需提升卫生人员质量;工勤技能人员比重偏高,应坚持因岗招人,并充分发挥其在卫生服务中的作用;执业(助理)医师老龄化成为不可忽视的问题,可探索充分开发老年卫生人力资源的机制;卫生人员队伍的可持续发展需突破体制机制束缚。
Objective: To analyze the status quo and existing problems of the distribution of health workers in Kunshan City, Jiangsu Province. Methods: Quantitative analysis of the total amount, composition, age, education level and other health personnel in Kunshan City during the “Twelfth Five-Year Plan” period with routine statistical data to conduct interviews with focus groups to understand the status quo and problems. Results: There were 2.55 practicing (assistant) physicians, 3.05 registered nurses and 1: 1.19 nurses per thousand population, 10.76% of whom were skilled workers in the work-place and 17.33% of practicing (assistant) doctors over the age of 60 with bachelor’s degree Health and technical personnel accounted for 39.02%; every thousand permanent residents have 2.46 grassroots health personnel. Conclusion: Health personnel with higher education level, but not practical ability to operate, need to improve the quality of health workers; high proportion of skilled workers should adhere to job-hiring, and give full play to its role in health services; practicing (assistant ) The aging of physicians has become a problem that can not be ignored. The mechanism for fully exploiting the human resources for the elderly can be explored. The sustainable development of the health workforce needs to break through the institutional mechanisms.
