三十多年的政府机构改革,有利有弊,总体上来看是呈一个螺旋式上升的过程,但就此事论利弊,难以评说。但是通过这三十年的发展脉络得知,未来机构改革的道路并不是坦途,也相当曲折,然而有了之前的经验与发展,今后的政府机构改革也是更有质量和深度的。本文目的就在于突破原有中央政府改革的传统思维,在财政供养人员精简和纵向层级改革方向进行探索,从而为今后中央政府机构改革作出些许的理论探索。
Over the past 30 years, the reform of government agencies has both advantages and disadvantages. Generally speaking, it shows a spiraling process. However, it is difficult to comment on the pros and cons of this issue. However, through these 30 years of development, we can see that the road to institutional reform in the future is not a smooth one and a rather tortuous one. However, with the previous experience and development, the reform of government institutions in the future will be even more qualitative and profound. The purpose of this paper is to break through the traditional thinking of the reform of the Central Government and to probe into the streamlining of financial support staff and the reform in the vertical level so as to make some theoretical exploration for the reform of the central government’s institutions in the future.
