通过近年来各级劳动保障部门和社会保险经办机构的努力,目前国有和集体企业及其职工基本上都已参保,而作为一种逐渐成长起来的私营企业,其参加基本养老保险成为当前养老保险工作的重点,同时也成为难点问题。近年来,各地采取积极措施,把私企扩面工作作为突破口,进行了各种有益的探索和尝试,加大工作力度,取得一定的成效,但整个私企参保率仍然偏低,扩面难度很大,就笔者所在的蚌埠市而言,截至2004年6月底,私营企业登记在册1978户,而申报参保的只有359户,私企单位参保率仅为18.1%。究其原因,主要有以下几个方面:
