党的十七届四中全会《决定》指出:“坚持德才兼备、以德为先用人标准。选拔任用干部既要看才、更要看德,把政治上靠得住、工作上有本事、作风上过得硬、人民群众信得过的干部选拔上来。”从党的十七届四中全会,到一个《意见》、三个《考核办法》,可以看出,“以德为先”的用人导向越来越鲜明,关于干部德的考核评价的要求越来越具体,操作性也越来越强。我国正在积极探索新时期新的干部考评体制,干部德行考核开始走向制度化。
