十六届三中全会明确提出了“坚持以人为本,树立全面、协调、可持续的发展观,促进经济、社会和人的全面发展”的目标。落实科学发展观,构建和谐社会成为目前全党和全国人民关心的焦点问题。实践科学发展观,构建公务员政绩观是社会政治文明发展的必然趋势,同时对于我国的政治文明建设和社会主义发展也具有重要意义。本文从科学发展观中蕴涵的公务员政绩观理念入手,剖析了我国公务员政绩观的发展历程,分析了当前公务员政绩观中与科学发展观不相适应的原因,最后提出了构建公务员政绩观的有效途径。
The Third Plenary Session of the 16th CPC Central Committee clearly proposed the goal of “adhering to the people-centered principle, establishing a comprehensive, coordinated and sustainable development concept, and promoting the all-round economic, social and people development.” Implementing the scientific concept of development and building a harmonious society have become the focus of attention of the entire party and people across the country. It is also an inevitable trend to practice the scientific concept of development and to build a civil service performance concept for the development of social and political civilization. It is also of great significance to the construction of political civilization and the development of socialism in our country. This paper starts from the conception of civil servants ’achievements in view of scientific development, analyzes the development of civil servants’governance in our country, analyzes the reason that current civil servants’governance achievements do not fit with the scientific outlook on development, and finally puts forward that to construct the civil servants’ way.
