《河南省中长期教育改革与发展规划纲要(2010-2020)》和《河南省学前三年行动计划》颁布以来,河南省学前教育得到了长足的发展,表现在幼儿园数量增多,幼儿毛入园率提高,政府经费投入增多,但幼儿教师的学历合格率降低,生均占地面积、建筑面积、活动场所面积减少。河南省学前教育发展的现实表明学前教育发展过程中政府的缺位,在调整公共投资,缩小城乡和地区差距,面向边缘化群体,并为其提供各项优质服务等方面还需要做进一步的工作。
