所谓“当事者迷,旁观者清”。当历史渐渐远去的时候,我们往往会在幽暗中发现一丝丝的光明,而发现这一丝丝光明的最大意义不在于发现本身,而在于它对未来的价值。当21世纪初的中国日益走向强大的时候,当我们的海军开始逐步迈向远洋的时候,人们不知不觉中会将人民海军的壮大与当年苏联红海军的崛起联系起来。中国和当年的苏联都是社会主义国家,都与西方强国尤其是资本主义的超级大国美国存在着这样或那样的矛盾,都曾经走过从“空、潜、快”的近岸防御迈向“绿水”甚至“蓝水”的道路。因此,我们有必要将两个国家的海洋战略与海军作战系统作一番简单的比较,以期从先行者幽暗的历史中发掘出一丝光明,以照亮后来者的脚步。

As China began to grow stronger in the early 21st century, when our navy began to move towards the oceans, people unwittingly linked the growth of the People’s Navy with the rise of the Soviet Red Army. Both China and then the Soviet Union were socialist countries, all of which contradicted this with the Western powers, especially the capitalist superpower, the United States. Both of them had gone from a coastal defense of “empty, submarine and fast” to “ Green water ”or even“ blue water ”road. Therefore, it is necessary for us to make a simple comparison between the maritime strategy of the two countries and the naval combat system in order to find a glimmer of light from the dark history of pioneers to illuminate the footsteps of latecomers.
