当前,如何开发利用人力资源,在世界各国都是一个备受关注的问题。任何一个国家在未来的竞争能力都将取决于这一国家的人才状况。这种观点几乎已经成为一种共识,特别是在自然资源相对贫乏的国家和地区。笔者1995年5月8日在香港做“中国大陆、香港、台湾、新加坡、澳门五地青年发展状况及趋势”课题时,曾到新加坡考察,对新加坡的青年人才培育状况有所了解。在此就中、新两国的青年人才培育做一粗浅的比较,以期有助于推进对青年人才培育问题的理解。
At present, how to develop and utilize human resources is a matter of great concern in all countries of the world. The competitiveness of any country in the future will depend on the talent situation in that country. This view has almost become a consensus, especially in countries and regions where natural resources are relatively poor. On May 8, 1995, when I was in Hong Kong on “the status and trends of youth development in mainland China, Hong Kong, Taiwan, Singapore and Macao,” I visited Singapore to understand Singapore’s young talents. Here I will make a superficial comparison on the cultivation of young talents between China and New Zealand in the hope of helping to promote understanding of the cultivation of young talents.
