电网建设的快速发展对电力物资采购管理提出了新的更高要求,开展电力物资采购成功率策略研究势在必行。从完善采购策略、优化采购流程、保障物资供应三个层面,阐述了采购成功率研究的目的与意义。通过大数据分析和调查研究,从招标人、投标人和其他因素三个方面,归纳分析了流标常见原因。根据梳理出的流标原因,从优化招标方案和策略、加强招投标过程控制、加强供应商管理和非常规电网物资采购管理四个维度,对提高采购成功率提出了针对性对策。
The rapid development of power grids has put forward new and higher requirements for the management of procurement of power materials. It is imperative to carry out strategies for the success rate of power materials procurement. From the three aspects of improving the purchasing strategy, optimizing the purchasing process and guaranteeing the supply of materials, the purpose and significance of the research on purchasing success rate are expounded. Through big data analysis and investigation, from three aspects of the tenderer, bidder and other factors, the common causes of the bids are summarized and analyzed. According to the reasons of streamlining the bidding, four measures are proposed, including optimizing the bidding plan and strategy, strengthening the bidding process control, and strengthening the supplier management and unconventional grid material procurement management.
