一般机关在处理公务时,不可能也不必要时时、事事正式发布公文,而更多的是使用处理日常事务的简便文书。一、概说(一)日常事务文书的含义、功用及其类别1.含义和功用日常事务文书,又称日用文书,是机关办理公务文书中,一些非正式文件的统称。是机关处理日常事务常用的文体。具体指简报、调查报告、按语、计划、总结、介绍信、礼仪函电、图表等等。它的文体、效能、制发、格式等,是在机关工作中约定俗成而由机关自身确定的,不像正式公文那样经法定文件规定下来。2.类别现在机关里日常应用的文字材料,大体有三个类型,每个类型有若干种。(1)文章型:具有篇章结构形式的文章。包括简报(快报)、调查报告、按语、计划、总结、会议报告和讲话等。(2)条款型:按照条款格式撰写而成的,像机关里一般的规章制度、公约、守则等。

Its style, effectiveness, development, format, etc., are determined by the authorities in their work but are not regulated by statutory documents as the official documents do. 2. Categories There are generally three types of textual material that are commonly used in institutions at present, and there are several types for each type. (1) Article Type: Article with the form of chapter structure. Including briefing (Express), survey reports, notes, plans, summary, meeting reports and speeches. (2) Terms and Conditions: Written in accordance with the terms and conditions, such as the general rules and regulations in the organs, conventions, codes and so on.
