进入21世纪,特别是伊拉克战争以后,以适应“非接触作战”为主要特征的新一轮军事变革悄然兴起。后勤是军队的血液,后勤变革首当其冲。当前各军事大国都面临着同样一个急需探讨并亟待解决的问题:在有限资源,有限军费与多个相互竞争目标情况下如何取得最小的后勤资源耗费?在信息技术及运输技术高度发达的情况下,如何增强保障反应灵敏度?如何提高保障设施的生存性及质量,减小后勤规模?从方法论上看,从全系统、全寿命角度审视后勤,应该是解决这一问题的基本出发点;而在具体举措上,后勤重组不吝为一可选之途,后勤重组是对现存后勤系统的彻底更新而不是一般意义上的改进,它具有相当的广度和深度。

From a methodological point of view, reviewing logistics from the perspective of system-wide and full-life should be the basic starting point for solving this problem; At the initiative, logistic reorganization is not an option. Logistics reorganization is a complete update of the existing logistics system rather than a general improvement. It has considerable breadth and depth.
