政府雇员制是西方政府人事制度改革发展的产物,在西方国家得到了广泛的运用。政府雇员制是符合世界新潮流的先进且可行的一种政府用人模式,是对过去中国式传统“干部”模式的一个有力冲击,是我国干部人事制度改革的一项发展前景看好的新探索。但是现阶段我国政府雇员制的实行还存在一些问题,亟需在实践中加以解决。
The government employee system is the product of the reform and development of the personnel system in the western government and has been widely used in the western countries. The government employee system is an advanced and feasible model of government employment in line with the new trend of the world and a powerful impact on the past Chinese-style “cadres” model. It is also a promising new development for the reform of the cadre and personnel system in China explore. However, there are still some problems in implementing the government employee system in our country at this stage, and it is urgently needed to be solved in practice.
