针对北京市盗窃机动车案件大幅上升的趋势,北京市公安局刑侦处自1990年组建机动车案件侦查队(十队)。10年间(1990年1月至1999年6月)全市共破盗窃机动车案件3376起,而10年的发案达21352起,破案率为15.8％。从发案上升的幅度看,1994年以后上升的幅度较大。据统计,1990年立盗窃机动车案件1204起,平均每天发案3.3起;1994年立案2995起,平均每天发案8.2起,比1990年上升了1.5倍;而1999年1至6月发案直线上升,立案4660起,平均每天发案25.7起。10年上升了8倍,给北京市造成了巨大的经济损失,平均每天被盗的机动车价值达200多万元,一年将损失7亿多元。所以,北京市打击盗窃机动车的流窜作案活动,已经到了必须高度重视认真对待的关键阶段。
In response to the soaring trend of theft of motor vehicles in Beijing, the Criminal Investigation Department of Beijing Municipal Public Security Bureau set up the investigation team (10 teams) for motor vehicle cases in 1990. In 10 years (from January 1990 to June 1999), 3376 motor vehicle theft cases were cracked in the city, while 21,352 cases were reported in 10 years and the detection rate was 15.8%. Judging from the rate of increase in the incident, the rate of increase has been relatively large since 1994. According to statistics, in 1990, there were 1204 cases of theft of motor vehicles, with an average of 3.3 cases a day. In 1994, a total of 2995 cases were filed, with an average of 8.2 cases a day, an increase of 1.5 times that of 1990; from January to June 1999, Straight up, filing 4660 cases, the average daily incidence of 25.7. A 10-year increase of 8 times, causing huge economic losses to Beijing. The average daily stolen value of motor vehicles amounts to more than 2 million yuan and a year more than 700 million yuan will be lost. Therefore, Beijing’s campaign to crack down on the theft of motor vehicles has come to a crucial stage that must be taken seriously.
