一、从执行型的战术管理向决策型战略管理转变。军队企业执行型的战术管理主要表现在两个方面:一是企业领导人盲目乐观满足于目前生产形势,忽视产品的更新换代和设备的技术改造。二是短视行为,盲目铺摊子,上项目。市场经济条件下,军队企业要走向市场,与地方企业共同竞争。在这种情况下,军队企业是否实行决策型战略管理,直接决定着军队企业的兴衰成败。
