WTO将全球化竞争引入中国市场,外资经济在中国蓬勃发展,外资企业人才本地化的战略,也使得人才争夺愈演愈烈,国内企业遭遇前所未有的挑战。众多国内企业似乎在一夜之间发现,人力资源管理和人才队伍建设确实是企业战略发展的头等大事。但由于长期习惯于传统的人事管理,对真正意义上的人力资源建设一时之间难以把握,在人力资源的开发、人力资本的储备上明显虚弱。
The introduction of globalization into the Chinese market by WTO, the vigorous development of foreign-funded economy in China and the localization of talent by foreign-funded enterprises have also led to intensified competition for talent and unprecedented challenges for domestic enterprises. Many domestic enterprises seem to have found out overnight that the building of human resources management and personnel is indeed the top priority for the strategic development of enterprises. However, due to being accustomed to traditional personnel management for a long time, it is difficult to grasp the real construction of human resources in a short period of time and the human capital reserve obviously weakens in the development of human resources.
