日本的中小企业长期受到融资难、少子老龄化、不公平交易等各种问题的困扰,近年又相继遭受国际金融危机、东日本大地震等多重冲击,处境越发艰难。为解中小企业之困,日本民主党政权主要采取了增加财政预算、降低法人税率、解决中小企业融资困难、支援灾后重建、支持中小企业进军海外市场等经济政策。通过解读上述解困之道可以看到:民主党政权比自民党政权更重视中小企业的发展,对中小企业的支持力度更大,民主党政权正欲构建日本式的“星云型”社会体制。
Japan’s SMEs have long been plagued by various problems such as financing difficulties, declining birthrates and unfair trade. In recent years, they have been repeatedly hit by the international financial crisis and the Great East Japan Earthquake, making the situation more difficult. In order to solve the storm of small and medium-sized enterprises, the mainstay of Japan’s Democratic regime has adopted economic policies such as increasing the budget, lowering the corporate tax rate, solving financing difficulties for SMEs, supporting post-disaster reconstruction and supporting the entry of SMEs into overseas markets. By reading the above solution, we can see that the Democratic regime places more emphasis on the development of small and medium-sized enterprises than the Liberal Democratic Party’s regime, and its support for SMEs is even greater. The Democratic regime is trying to build a Japanese-style “nebula-type” social system.
