Since the 1990s, the Japanese economy began to fall into a long-term recession with the burst of the bubble economy. The average growth rate was only 0.63% between 1992 and 1994 and the real GDP growth rate was -0.6% in 1998. The negative long-term growth of this economic indicator has lasted for a long time, a magnitude that has not been seen since the government began adopting modern statistical methods in 1955. The severity of the Japanese economic recession was never seen before after Japan’s war. This paper argues that Japan’s lagging adjustment of industrial structure during this period is a deep-seated reason for Japan’s economy being in a dilemma. Through the analysis of the reasons for the lagging adjustment of Japan’s industrial structure, it draws from China
