本文关注在科学发展观指导下的中国特色社会主义管理体系的建设问题。在梳理社会管理体系的内涵与现实指导意义的基础上,本文深入探讨通过什么途径形成多元治理体制和通过什么机制动员社会成员参与社会生活。本文认为,要从顶层考量合理的利益格局、从中观层面探索公众参与的社会动员机制、从基层思考健康的社会生活三个方面来考虑设计社会管理体系的基本原则;以及要从合理的政府社会管理体制,政府与企业、社会组织的合作方式与健康的社会生活等角度按照社会发展规律探索社会管理体系的基本构架。文章最后提出了设计中国特色社会主义社会管理体系的具体对策。
This article focuses on the construction of the socialist management system with Chinese characteristics under the guidance of the scientific concept of development. On the basis of combing the connotation of the social management system and the practical significance of the guidance, this article explores in depth the ways by which to form the pluralistic governance system and by what mechanism to mobilize the members of the society to participate in the social life. This paper argues that we should consider the reasonable benefit pattern from the top, explore the social mobilization mechanism of public participation from the perspective of middle level, and consider the basic principles of designing the social management system from the three aspects of grassroots thinking of healthy social life; and from the reasonable government society Management system, the government and enterprises, social organizations and healthy social life and other aspects of social life in accordance with the law of social development to explore the basic framework of social management system. Finally, the article puts forward the specific countermeasures for designing socialism social management system with Chinese characteristics.
