佳木斯市位于三江平原腹地，境内有松龙江、黑龙江、乌苏里江、七虎力河等大江大河汇合流域，有名的北大荒沼泽地也在其境内，时常遭受洪水袭击。尤其98年嫩江干流四次大洪峰来之际，在党中央、国务院和省委、省政府的正确指挥下，在市委、市政府的直接领导下，全体军民共同奋战，从龙口夺粮23，711吨，为国家挽回财产损失3，200多万元。在洪水过后，我们认真总结了经验教训，对粮库、粮仓建设经专家论证提出了减灾防灾一些措施值得引以为戒。
