公共物品由于其消费的非排他性和非竞争性 ,从而导致收费的困难和“搭便车”的现象 ,长期以来一直被认为应由政府负责提供。但由于政府在提供公共物品的效率和资金等方面存在许多问题 ,因此导致公共物品提供的低效和不足。本文通过对公共物品的不同产权安排的效率分析 ,认为要根据公共物品的不同特点采取不同的产权安排方式 ,建立合理的产权结构 ,提高公共物品的供给效率。 Public goods, due to their non-exclusive and non-competitive consumption, have led to difficulties in collecting fees and “free riding” and have long been considered to be provided by the government. However, due to many problems with the government in providing public goods, such as efficiency and funding, inefficient and inadequate provision of public goods. Based on the efficiency analysis of different property rights arrangements of public goods, this paper argues that different property rights arrangements should be adopted according to the different characteristics of public goods to establish a reasonable ownership structure and improve the efficiency of public goods supply.
