《中华人民共和国村民委员会组织法》正式颁布后 ,对保障村民自治 ,发展农村基层民主 ,促进农村两个文明建设起到了很大作用。但在实行过程中也出现了党支部与村委会“两张皮”的问题。村委会与党支部是什么关系 ,村主任与支部书记是什么关系 ,到底谁说了算 ,谁领导谁 ,怎样防止“两套马车”、“两张皮”?这篇文章中介绍的烟台农村基层干部的探索为解决上述问题提供了新鲜经验 ,值得借鉴。但在探索的过程中我们必须注意两个问题 :一是要确保党在农村的领导地位 ;二是要维护《组织法》的严肃性。
After the official promulgation of the Organic Law of the Villagers’ Committee of the People’s Republic of China, it has played a significant role in safeguarding the autonomy of villagers, developing grassroots democracy in rural areas and promoting the two civilizations in rural areas. However, during the process of implementation, there emerged the issue of “two skins” between the Party branch and the village committee. What is the relationship between the village committee and the party branch? What is the relationship between the village chief and the secretary of the branch? Who has the final say, who leads and how to prevent the “two wagons” and the “two skins”? The rural Yantai described in this article The exploration of grassroots cadres has provided fresh experiences for solving the above problems and is worth learning from. However, we must pay attention to two issues in the process of exploration. One is to ensure the party’s leadership in the rural areas and the other is to safeguard the seriousness of the Organic Law.
