权力是一把双刃剑,既有它善的一面,也有它恶的一面。权力的双重性对社会和个人都产生了很大的影响。权力可以分为个人的、少数人的、和多数人的权力。宪政与权力与有着紧密的联系,宪政总是围绕着权力运行的,没有权力也就没有所谓的宪政。宪政的两个特点就与上述权力的性质和分类有关。宪政的两个特点是:一是宪政有一个从只注重控制国家权力到扩大国家权力再到限权的发展阶段,第二个特点是少数人的权力进行控制到对多数的权力控制再到对双方的权力但主要对多数人的权力进行制约的同时适当保护少数人的权力的阶段。本文就是从这一角度来论述权力与宪政的关系。
Power is a double-edged sword, both good and evil. The duality of power has a great impact on society and individuals. Power can be divided into personal, minority, and majority power. There is a close relationship between constitutional government and power. Constitutional government always runs around the power. There is no such thing as constitutional government without power. Two characteristics of constitutional government are related to the nature and classification of the above powers. The two characteristics of constitutional government are as follows: First, constitutional government has a stage of development from focusing solely on controlling state power to expanding state power to limit power.
