我国基层政府部门,是国家绝大部分政策的基础执行载体,其承担了大量的、具体的操作性、事务性工作,然而不可否认的是在我国基层政府部门的人员配置与结构上存在这较大的漏洞和问题。因此,对于我国基层政府部门人力资源管理的工作是重中之重。本文通过对我国基层政府部门在人力资源管理与开发上的特点进行简单论述,分析其存在的问题,并对发生的问题以此给予解决的方案和建议。
The grass-roots government departments in our country are the basis for the implementation of most policies of the country.
