Countermeasure 1: Establish and strengthen the anti-dumping mechanism One of the most fundamental reasons for the ineffective anti-dumping of Chinese enterprises lies in the lack of anti-dumping forces and the shortage of qualified personnel in our country. In the EU, for example, there are only 200 investigators. This does not include secretaries and other supporting staff. In China, the permanent full-time anti-dumping agency exists only in the MOFTEC and the SETC. Its personnel are less than one-tenth of that of the EU staff and can not deal with more anti-dumping cases in a timely and efficient manner. The establishment and improvement of anti-dumping forces require the joint efforts of the Chinese government, chambers of commerce and related enterprises in various industries. The entire process of anti-dumping, from application filing to investigation and evidence collection, preliminary ruling and final ruling, is a protracted and complicated task.
