通过对绿色建筑成本与收益的深入分析,指出要推进我国绿色建筑市场的发展,政府除了必要的监督约束外,需要从均衡建设项目利益相关者收益的角度,对开发商进行激励。立足政府,对影响绿色建筑发展的各项参数予以定义,在保证政府效益的前提下建立补贴模型,调整政府的监督和激励力度,找出二者平衡点。最后根据模型提出具体的政府财政支出组合方案,并用算例进行说明。 Through in-depth analysis of the cost and benefit of green building, it points out that it is necessary to promote the development of green building market in our country. In addition to the necessary supervision and restraint, the government needs to encourage developers by balancing the benefits of construction project stakeholders. Based on the government, the various parameters that affect the development of green buildings should be defined. Under the precondition of ensuring the government’s benefits, a subsidy model should be established to adjust the supervision and incentive of the government so as to find the balance between the two. Finally, according to the model put forward a specific combination of government spending programs, and with examples to illustrate.
