According to the Washington Post reported on September 11, the Pentagon in the United States has drafted a document on adjusting the principles governing the use of nuclear weapons. The document envisages that commanders may gain “preemptive” nuclear strikes against countries or terrorist groups using weapons of mass destruction with the approval of the President. The draft principles on the use of nuclear weapons also include the use of nuclear weapons to destroy the enemy's nuclear, biological and chemical weapons.
