关于印发《船舶工业产品质量分等办法(试行)》的通知各地区公司(集团)、七院、各企业: 根据技监局管发(1991)368号文关于印发“全国工业产品质量指标体系总体方案”通知的要求,1994年在全国范围内实施新质量指标体系。为了作好这项工作,总公司进行了调研、广泛征求意见,制订了《船舶工业产品质量分等办法(试行)》(附件一)并确定了《1994年实施质量分等的船舶产品目录》(附件二)。现将有关要求通知如下: 1、1994年在全系统范围内进行产品质量分等的统计工作,凡企业生产的船舶产品在《1994年实施质量分等的船舶产品目录》之列,都要开展这项工作;企业生产的非船舶产品有国家或行业分等标准或有相应的分等管理办法,则要统计该产品的等级品率。1994年正式统计上报,上报时应注明统计何种产品。 2、企业确定进行质量分等产品统计的原则:(1)主导产品;(2)产值占总产值l0%以上的产品。 3、进行质量分等的船舶产品所采用的标准若已经中国船舶工业总公司综合技术经济研究院进行标准水平认证,且在有效期内(有效期5年),可直接进行分等统计;超过有效期,需重新进行标准水平认证,若该标准未经水平认证,则必须进行水平认证。此项工作今年年底前完成,并将确定进行质量分等统计的产品及该产品标准认证的结果报总公司生产经营局。 4、为了保证工作正常开展,企业要制定相应的管理办法与实施细则。 5、地区公司(集团)负责这项工作的监督管理。在实施过程中有何问题和意见,请及时返馈给总公司生产经营局。附件;一、《船舶工业产品质量分等办法(试行)》二、《1994年实施质量分等的船舶产品目录》船总生[1993]1698号文 Notice Concerning the Printing and Distributing of the Measures for the Classification of the Quality of Ships’ Industrial Products (for Trial Implementation) The companies (groups), seven chambers and enterprises in all regions: According to the Circular of the State Administration of Quality Supervision, Inspection and Quarantine (1991) No. 368 on Printing and Distributing the National Industrial Products Quality Index System overall program "notice requirements, in 1994 the implementation of the new quality indicator system across the country. (3) The standards used for ship products of equal quality If the standards have been certified by the Comprehensive Technology and Economy Institute of China Shipbuilding Industry Corporation and be valid for a period of 5 years, Need to re-standard level certification, if the standard without level certification, you must level certification.
