引言:今年的9月11日,世界将迎来“9.11”事件五周年纪念日。尽管5年来世界各国都加强了航空反恐的力度,投入了大量的人力、物力,但是,我们没有看到反恐效果明显好转。就在上个月的8月10日,我们几乎与又一个类似2001年9月11日那样的至今给世界人民造成巨大心灵震撼的恐怖事件擦肩而过:多名土生土长的英国人,差点得以袭击无辜的乘客。这个绝不亚于“9.11”的未遂事件再一次震惊了世界,人们“谈机色变”,保安部门更是“草木皆兵”,航班取消、延误,人们仿佛又看到了“9.11”那个已经成为人们心中永远的痛的一天。那一天已经成为世界航空运输的分水岭:本是世界各族人民友好交往、人员友好往来载体的民用飞机,却突然间成了“恐怖导弹”,成为恐怖分子利用的工具和制造恐怖活动的目标。一时间,世界民航界都在探讨新一代航空保安,世人也不禁在问:航空保安何去何从?
