一是过于简单地对待群众意见。在正常情况下,工作认真扎实的干部,群众口碑好,评价高。但是,在一些领域,一些部门,一些特殊时段,则会出现比较复杂的情况。一些工作原则性很强,必须钉是钉,铆是铆,不能马虎过关,比如在改革中调整利益关系会触及到一些人的既得利益,在稀有资源(职称、工资、房子)的分配上不能满足众人的要求就会产生意见。负责这些工作的人尽管做得尽量公正,也不可避免地要得罪人。如果我们在考察中简单地尊重群众意见,那就很容易伤害坚持原则、认真工作的同志,从而会迁就落后,诱导干部奉行“好人主义”,使得干部束手束脚,谨小慎微,畏首畏尾,逃避困难和矛盾。
