《社区银行在美国经济中的作用》一文刊于堪萨斯城联邦储备银行2003年第二季度《经济回顾》。该文认为,总数近7000家的社区银行为美国中西部地区、小城镇、农业、小企业和中低收入存款人提供了重要且难以替代的金融服务。即使技术和市场环境发生变化,社区银行仍将继续发挥重要作用。虽然该文发表时间较早,主要数据截至2002年,但美联储主席伯南克在2012年3月关于社区银行的讲话以及堪萨斯城联储主席于2010年发表的“社区银行是否重要”一文均认为,社区银行是美国金融体系和经济体系的一个重要组成部分,尽管其面临美国整体经济和地区经济衰退的挑战,但仍将在提供地区性金融服务、承担和控制地区性贷款风险、维持地区经济活力等方面发挥重要作用。从美联储公布的统计数据看,社区银行的总数也未发生大的变化。因此,本文的主要结论今天仍然适用,对建设和发展我国社区性银行和小型信贷机构体系具有重要的借鉴意义。
