Ten years after the United Nations Conference on Science and Technology Development held in Vienna in 1979, the “grandiose map” set for world-scale international cooperation through diplomatic negotiations has increasingly and obviously lost most of its original meaning and momentum. Against this backdrop, a shocking observation by the organizations of the United Nations system is that many developing countries, especially the least-sent countries, have not attended the discussions on science and technology. In preparation for the forthcoming Second United Nations Conference on the Least Developed Countries, it is important to ensure that this trend is reversed. The seminar organized by UNESCO on the review of the Vienna Plan of Action at the end of the decade shows that the international cooperation agencies that have been founded since the United Nations Conference on Science and Technology were mostly run outside the multilateral United Nations system. because
