伴随着商业形态、交易模式的多样化,传统的现金、支票等支付方式已经难以满足消费者的个性化和多样化需求,预付式消费便应运而生且发展迅速。由于预付卡具有办卡便捷、送卡隐蔽、用卡方便、可分次使用等特点,而对于发卡商家又可以通过预付卡市场获得巨大现金流和高额利润,因此近年来预付式消费成为商家和消费者较为追捧的消费模式,同时预付式消费也在减少现金使用、便利公众、刺激消费等方面发挥了积极作用。它名目众多,遍布社会各行各业,从美容美发、休闲健身、食品餐饮到商场超市,已经对我们日常生活消费产生了巨大影响。但由于制度不完善、管理不到位等原因,使预付式消费市场存在诸多问题,亟须进行立法设计和完善。

However, due to imperfect systems and inadequate management, many problems exist in the prepaid consumer market and the design and improvement of legislation are urgently needed.
