XX市供电局以ERP信息化背景为出发点,尝试构建以财务为核心的财务事前控制系统。经过实践和探索,XX市供电局依托现有信息化优势,通过事前审批制度、预算控制制度、财务指标精益化考核制度、定期管理信息报送制度等措施逐步建立起了财务事前控制的系统,有效摆脱了财务被动为前端部门“救火”的角色,大大提高了集约化程度。
